I worked as a vet tech for over 6 years now, and I have seen tons of poms. They do have a lot of potential health problems. The sneezing could be reverse sneezing, which is totally normal. The coughing could go along with the reverse sneezing or it could be a collapsing trachea which also is pretty common among poms. The stretching of the legs sounds like he has a luxating patella, which means that his knee cap pops in and out of socket. Sometimes nothing is done but if bad enough surgery is needed to repair it. you should definitley take him to the vet and let them take a look.
References :
I have worked as a vet tech for over 6 years.

They can thru poor quality breeding. Here is a link by pom breeders showing the more common hereditary issues pom can have & what you should had asked the breeder(if you bought) if these issues were in their lineage.

check your vet.
In my opinion a Pomeranian is a puffball rat. (No offense. I still think they are cute XD)
References :
Well-bred dogs won't have nearly as many problems as a carelessly bred dog. That's why it's very important that breeders only breed dogs that have genetic health test clearances.

If your dog is sneezing and coughing, you ought to get that checked out. Does the vet know about his leg? Does it hurt him?
